With reference to my letter to you of the 5th
of January and your reply of the 11th, I have now seen
the Feking despatch of 22nd of September with enclosures
which the Foreign Office sent over on the 15th.
As you say in your letter of the 11th we need
not worry about this despatch and can now consider the
Eeneral question on its merits.
I may remind you once more that in the Foreign
Office letter of the 25th of "eptember they asked us to
defer taking any action as to amending the Hong Kong
Ordinance pending the receipt by the Foreign office of
this Peking despatch, which we not unnaturally assumed
had some bearing on the general question.
If as Boon
as the Foreign Office received it and knew that it had
no such bearing they had sent us a copy the question
of amending the Hong Kong Ordinance could have been
